Supporting letter of the non-governmental organisations (NGOs)

  Zsolt Becsey (EPP-ED, Fidesz) representative of the European Parliament proposed in his press release on 16 December 2008 in Strasburg that one of the preconditions of Serbia's future joining to the European Union should be that Belgrade officially admits the holocaust committed by the titoist guerrillas in Vojvodina in 1944-45 in which - according to the estimations - forty thousand Hungarians and two hundred thousand and sixty Jew people fell victim to, with the invented accusation of "their collective culpability".

Without the abolition of this hitherto upheld condemnation and without the restitution provided for the victims, Serbia does not correspond to the established usage of the practice of reconciliation between the nations in Europe; therefore it does not correspond to the application criteria either - reminded Zsolt Becsey the Brussels Commission negotiating with Belgrade to historical liability. On 28 February 2003 the Assembly of the Autonomous Province of Vojvodina has adopted a resolution about the abolition of the collective culpability and "took the field for the wholehearted rehabilitation of the expelled, innocently accused and suffered persons during the 2nd World War and just after". On 29 December 2004 the National Council of the Hungarian Ethnic Minority has commemorated in a statement about the diamond jubilee of the anti-Hungarian reprisal committed in 1944-45 at the time of the military administration. However, the Serbian parliament did not adopt any resolution about the abolition of the principle of collective culpability. The exact predestination of the Hungarian victims in 1941-1948 still did not take place.

The investigation work of the Provincial Investigate Commission is uncompleted so far. Its work was obstructed by the fact that some archives are still unopened; moreover there are such archives where the cooperation is refused or made it impossible. The authorities did not enable so far the adequate commemoration of the families of the victims from Csúrog and to erect a decent monument there - similarly to the cross erected in Mitrovica (in Srem) to the memory of the deceased Swabians who has died in the late Svilara reception- and concentration camps between 1945 and 1947. The authorities did not enable as well the building of a monument chapel designed by Imre Makovecz to the soldiers' graves on the Futoki Street in Újvidék (Novi Sad). The plan of the monument has been prepared for nearly two decades. As the witnesses of this document, namely as the leaders of the NGOs, we all support Zsolt Becsey's (EP representative) proposal so much the more as the present Serbian power - designating itself as a democratic one - did not take definitive steps to confirm their ancestors' historical sins and to recompense it. Serbia is the former Yugoslav state's successor and antidemocratic atrocities took place on its present territory - hitherto not wholly and completely revealed - with the authorization of state power.

Not only the affected Serbian, Hungarian and German general public is uninformed about the outcome of these atrocities, but so is the European one. The concealment of war crimes, the non-designation of their perpetrators or the failure to hold them responsible threatens not only Vojvodina's multiethnic character, but contradicts Serbia's international commitment and its interest of joining the EU. The apology would contribute to the Hungarian-Serbian/Serbian-Hungarian reconciliation. We demand the Hungarian political parties in Vojvodina, the Hungarian representatives of the republican and provincial congress to sustain in public that 23 January to be officially as well the anniversary day of the Hungarian holocaust in Vojvodina and to support Zsolt Becsey's proposal.
